Take refined wheat flour in a bowl. Mix in oil, chilli flakes and salt and knead into a dough. Add water as required. Cover and keep aside.
For the Nutri Potli Stuffing

Fill a microwave safe bowl with 1 cup water and add soya nuggets. Microwave it for 3 minutes on high power.

Heat a tsp of oil in a pan.
Step 3

Add onion and sauté till it turns golden brown and crispy.
Step 4

Next add minced paneer.
Step 5

Add garam masala, cumin seed powder and stir it carefully.
Step 6

Take out the soya bean from the microwave, squeeze out all the water (be careful, it will be hot) and mince it.

Add this soya bean to the paneer in the pan. Add salt. Sauté on high flame for 1 minute.

Turn off the heat and allow the Nutri Potli stuffing to cool down.

Heat oil in a wok on the side to fry the potlis later.

Now take your dough and roll out puris.
Step 11

Hold the puris in your hand and place half a tsp of the stuffing inside. Close the puris like a dimsum (pinch the sides while simultaneously bringing them closer).

Now fry the potlis in the oil in the wok.

Keep turning them from side to side.

Take it out from the wok and dab excess oil on a tissue paper.
